you know what's really funny about this topic...i just had the IMRC replaced in my car along with the upper intake manifold...it's not worth running them open all of the time...before they got the parts in mine were stuck open...there is no low end at all, let's just say worse then when it was working... and when it actually starts to wind out really fast it does nothing until like 75 or 80 mph... and messing with it gives you that annoying engine light...
well, the SVT system is there for performance. The SPI IMRC seems to be there for fuel economy. It seems to me that the SPI system is effect ive very very low but only for a short time. I think they leave it closed a little too long to encourage you to shift early and thereby get the advertised gas mileage. All my dyno charts reflect that the system is choking off with the IMRC closed so long. after retiming the opening, It has drastically increased the performace. While keeping it open all the time sacrifices some low end, its a decent trade off if you cant retime it.
