It would be cheaper to get the parts all together than buy them separately.  Also if you buy them together they will have the springs on the front shocks already, which will make installing them easier.

The SVT suspention is really a good inexpensive upgrade. If you are looking for a big drop then it's not for you. The drop is approximately 3/4 inch from new oringial height. The tires and wheels make no difference as the are the same diameter from 15 inch to 17 inch as compensated by the aspec ratio of the tire. And please don't be seduced into mixing the suspension ( anyones ) If you use standard  struts and rear shocks with drop springs you are going to ruin your struts and shocks very quickly. But back to the SVT suspension. It bolts right up to the ZX3 and sedan, just as if you were replacing with a new set of originals, but better. The stut and shocks are  are slightly stiffer. The spring are MUCH tighter.   The handling is WAY better. In the snow belt areas I would suggest adjustables so you can lower in non snow times and raise up for the blizzard season.  Otherwise park your lowered ride for the snow times and drive a winter junker.

See I'm not even sure for the SVT suspension that you'd have to be that worried about the winter driving, I mean right now I can clear about a 3' wall of snow, so with a 3/4" drop I can still clear a good amount of snow, and if there is that much snow on the ground, the tires won't be doing much good anyhow.
