the center dash isn't painted.
my '03 SVTf came that way as well.
its a swap out panel
that some dealer's put in.
mine's blue to go with the sonic blue int/ext.
although,
i have to say,
this one has many other bits as well
that i'm now very jealous of
(the oil gauge casing, and the vent casings).

mine only came with the radio/climate control portion done.
looks like he's got the whole works,
which i'm now -mad- jealous of :)

but yes,
the dealer said they got a set of swap plates
to put into the '03's once they had '04's on the lot
to try to help sell the '03's.
