Well I can answer half of that.
An external gate is better. External gates are more reliable, they don't "creep" open like internal gates do. Plus it's easier to atmospherically vent an external gate for better exhaust flow.
Yes, a boost controller will change boost levels on an internally gated turbo, that is what they are designed for.
As for the v-band thing... huh?
EDIT: After 5 minutes on Google, I came up that a V-Band turbo is a turbo that is held together with a V-Band in the middle, like Mistubishi turbos.
