I have not done this myself, but I know a few who have.

You want to remove the pieces you want to paint to avoid overspray.

prep them well...de-grease and remove all particles from them. There is a pre paint prep...can't remember the name of it...for plastics...it's green and you can buy it at any Walmart.

Make sure it's not a humid day and your in an area where things can fall onto the paint by the wind.

Get a quality paint made for plastics and a good clearcoat.

The real way to go about painting exterior trim on your car is obviously to remove the piece in question you will need to clean the surface, as well as sanding the piece fairly smooth.  do not use a "plastic surface prep" as this may react with automotive paint. next head down to a body shop to get your paint mixed being sure to let them know this is going on plastic parts. start by spraying several coats of automotive grade primer wetsanding after each coat. then once you have the coats of primer let set for atleast 2 days to cure. several coats of paint should be applied allowing 20-45 min after each to set. be sure to do all your painting in one day or the finnal layers of clearcoat wont bond properly with the paint.
