on my 04:  take out the stereo (with radio removal tool clip things that you can get somewere like walmart)  and then remove the four 10mm bolts.  the trim pops right out with a little pulling.

Pretty much waht he said but the 99-04 focuses have screws instead of bolts.  And then you need to use a screwdriver and a strong forearm to remove the screws tht attach the A/C controls to the panel.
