remove the heater control panel. Release the retaining clips inside the cigarette lighter insert, and slide it out from the plastic panel. Then push the plastic surround out to release it from the control panel. To remove the bulb, unclip the bulbholder from the plastic surround. And to reinstall is just the reversal.

Its a ROYAL PITA to take out the cig lighter...

there is a plstic clip that holds the metal in... Metal slides out through front once you get that clip undone (u gotta hold the clip up and slide the metal out at the same time) It may be cliped on both sides.. can't remember now..
