talk about odd. my 02 was having an issue with fuel so was in checking relays and such in the box under the hood. happened to notice an empty spot had contacts in it. soooo, out of curiosity as to what it was since its not listed in the manual, i got a little brave and popped a relay in(open spot next to headlight relay). nothig happened, so i turned the ignition on and wahlah! headlights on at about half their power. headlight switch was off and high low had no effect.
upon further research i found this was indeed the drl relay. just never had a relay put in at the factory. had a couple friends check theirs, both had the contacts.
but after finding this out the relay was removed, car draws enough attention to itself.

they will come on with the ignition and go out when its turned to off
will try to get a pic of where it is. i just grabbed my headlight relay to try it out, thats how i discovered the drl circuit. noticed an open relay slot with the connectors in it and just had to tryit to see what it was..
