Why do they write laws like this? What the hell is excessive and unusual? Even if any knew that, because of the word "and", if the noise was just excessive, my interpretation would be the law was not being violated. Same thing with unusual. You'd have to be producing both to be considered in violation.
Just think this also gives us plenty of room to fight tickets going into a court room with all the ammo levels the playing field, and the cops not knowing that the field is level tilts them our way. most cops wont know how to respond when you start quoteing the law and sighting pressident. that magic word "And" is a qualifier it means by deffinition both excessive "and" unusual sound must be emminating from your exhaust. so if its loud as f$%# but still sounds like an exhaust you could fight and win. If it sounds like french horn and is loud you would be screwd. lol
