Thing here is that if I wanted one with the same options as my focus I'd end up having to pay nearly $30k

Brave move on Ford's part. Ever been in a Dodge Caravan being used as a cab in Vegas? Bad enough to convince you that the last thing that you'd ever buy is one of those.  If these stand up to what NYC does to any kind of cab it'll be a good move. Of course if they end up looking like trash, Ford will be stuck selling that model at fleet sale prices just to the cab market.....
