I'd say B+ is a little high, but Cruise was surprisingly good in a very demanding role and I was even more surprised by Jamie Foxx. It's not really an action movie, it's much more about the dynamic between the characters and a lot of psychological and human nature issues. I'd give it a C+, but Michael Mann's movies often grow on me over time so take that with a grain of salt. I really got bored with Heat when I first saw it, but now I really enjoy that movie.
